LIBORIA, February 6, 1900.

Sr. PEDRO DEL ROSARIO.

My DEAR COMPATRIOT: This morning about three a.m. 9 American soldiers passed here going towards Consolacion and if you think of attacking them do so at a distance on the dividing line between this town and Consolacion, and neither town will be compromised.

Take steps not to permit the escape of the spy captured; I do not say to kill him, as I cannot do so, but I do beg of you to prevent his escape and guard him carefully, because should he escape he would do us much harm and injury, as he has been here making observations and also received punishment from us.

There is nothing new here and things are quiet.
