To the Military Chief of Sipalay [Negros].

RUFO: As soon as you receive this communication, immediately order all the presidentes appointed by me and those of the towns subject to this government, to each appoint twelve policemen to carry my baggage; gather the persons appointed and have them start to reach here on the 15th of December. These policemen will be relieved in Sipalay by other carriers.

Also order the said presidentes to prohibit all residents of their respective sections from selling rice or corn, or exchanging them for other articles, with the inhabitants of other islands, as you well know that many people will accompany me, and I wish that when I arrive there, there be nothing lacking for my support. If the owners of the rice or corn need money, let them wait until I get there.
