OTON PRESIDENT TO PRESIDENT ESTADO FEDERAL DE BISAYAS IN KABATUAN, AUGUST 8, 1899

AUGUST 8, 1899.

On this date I received a communication from the Lieutenant Colonel Commanding this Southern Zone, Sr. Buenaflor, which is as follows:

"As it is urgently necessary that the troops stationed in this Southern Zone be given the pay due them for the month of July last, with great danger of irreparable desertions if such assistance should arrive late, I address myself to you with the consent of the Governor of Kabatuan, in order that you may turn over to me, funds of that place, which sum I will distribute to-morrow among the sixty soldiers garrisoning this zone at the present time. I advise you in the name of the country that you will be responsible for the desertions due to the non-payment of the salaries of the soldiers, if you fail to send this money.

"Let this receipt serve as your receipt for the Government of Kabatuan, whose representative here countersigns it. God preserve you many years. Liberty and Independence. Tigbauan, August 8, 1899. N. BuenafIor, Lieutenant Colonel Commanding the Southern Zone, Countersigned: Luis Hervas."

And for this purpose the said sum of $300 has been allowed on account of the revenues from certificates of citizenship.
