KABATUAN, May 9th, 1899.

Whereas the Tulisanes, taking advantage of the absence of the troops who are fighting the enemy at the front, have been making frequent attacks on the towns of this district, the Government directs that said towns defend themselves against said attacks to the best of their ability with the assurance that they will be done justice. The Government is treating with the General-in-chief with a view to commencing a campaign shortly against the Tulisanes.

This circular is to be sent along the mountain range to the last town, and every town shall make a copy of the same and receipt therefor.
