REVOLUTIONARY GOVERNMENT OF THE VISAYAN ISLANDS,
Kabatuan, March 25th, 1899.

This Government has learned that Father Rafael Murillo exercises his ministerial office in the town of Navalas; and whereas it is provided by the Constitution of the Philippine Republic that no foreigner can exercise any public calling in the States of the Philippine Republic, this Government orders that you inform said priest that in order to continue the exercise of his ministerial office in the Philippine Republic an essential requisite is that he renounce his foreign nationality and take the oath required by the Constitution; and in case he decides to do so, kindly inform Seņor Murillo that he appear before his Government for the necessary action.
