The Señores, Local Chiefs of the pueblos noted in the margin shall order that the accompanying extract of the record of the Constitution of our Government shall be circulated through these pueblos, in order that the publication of the same shall be effected as soon as possible.

Circulate, make a record and return.

The necessity of taking steps to further the glorious progress of the revolution being evident, and the committee finding it difficult to fulfill its duties by reason of their great number and complex character it was decided to constitute a government and to that end a junta, composed of all he personnel of the committee and of the greater part of the civil and

military element which there was in these General Headquarters, was convened yesterday, in order to proceed to the election of the personnel which was to constitute said Provisional Revolutionary Government. The following citizens "having been elected:

President of the Government, Señor Roque Lopez.

Vice-President and Councilor of Administration, Señor Vicente Franco.

Councilor of the Treasury, Señor Venancio Concepcion.

Councilor of State, Señor Ramon Avanceña.

Councilor of Grace and Justice, Acting, The same Señor Avanceña.

General Secretary of the Presidency and of all the Departments, Señor Fernando Salas.

Each one of said presidentes and councilors may recommend to the Government a special secretary of his respective department and appoint the necessary assisting personnel.

Proceeding to the organization of the liberating Army the rank of the high military heirarchy were recognized in the following personnel.

General-in-Chief of Operations, Lieutenant General, Señor Martin Delgado.

General of Division of Operations: Concepcion, Capiz and annexed pueblos, Señor Perfecto Poblador.

General of the Administrative Division, and General of the Department, Señor Pascual Magbanua.

Brigadier General of the Southern Zone, Señor Angel Cortesa.

Brigadier General of the Northern Zone, Señor Adriano Hernandez.

Brigadier General of the Central Zone, Señor Fermin Rivas.

The Revolutionary Government and the Generalship of the Liberating Army having thus been constituted, it affectionately greets the Sovereign people of Visayas who have just succeeded in obtaining their liberty under the protection of God and of the Most Holy Virgin under the shadow of the tricolored flag and upon the basis of the Constitution of the Philippine Republic.

The Local Presidentes, with all due formalities, assisted by the Military and Civil authorities and officials, shall publish, by town·crier, this Constitution of the Provisional Revolutionary Government of the Visayas and Mindanao.
